The overall population of DW isn't high enough yet to support thriving communities on niche interests like this (as opposed to, I dunno, "music"). http://www.dreamwidth.org/stats - keep in mind "total accounts" includes a ton of OpenID accounts created by people importing their journals and comments. "That are active in some way" or "active last 30 days" are probably more realistic numbers to look at. In 20,000 to 25,000 people I wouldn't expect to find a large absolute number of Pagans.
